+Sanity cleanup handler for destroying: $W
$WebConfig{"web_hostname"} is now optional.
-$ENV{"HOSTNAME"} setting dropped; no reason known for it.
+&a_href_inhibit for using &a_href before $W initialization (without URIs).
+Support for: $W->{"css_push"}
